I have the honour to refer to your letter of the 28th March
No.53593/40, respecting the raising of a local ban in Hong Kong.

As already stated in semi-official correspondence, the
terms proposed for the Hong Kong local issue appeared to us to be capable of improvement; but, in view of the Governor's telegram
of 15th March, we do not feel justified in pressing this point and
have no further observations to offer.
